uvfix62 - Fix CARMA 62MHz spectral windows
UVFIX62 recomputes CARMA's 62MHz windows. These are 63 channel
windows (or 65 if the end-channels were preserved) that have
a wrong padding/fft problem in pipeline for data prior to
about March 18, 2008.
Wide-band data are also recomputed from scratch and written to
the output file.
